This document has been revised to prevent Council members from accepting contributions from applicants only when a decision is appealed to the Council. This would allow campaign contributions from others who were affected by Council decision. I do not see the difference. If you are ethical, you do not take a contribution from any party involved, within a reasonable amount of time,  after a decision is made. If you do, what is to stop someone from &quot;buying&quot; votes?</description>
