Local Concerns

Community Development

Because my home is within 500 feet of the Strawberry Field (site 13) in the redevelopment agency, I filed for an exemption from the FPCC allowing me to vote on Town Center issues. This is a campaign promise I made and I retained my own attorney to assure I could bring the voice of Yorba Linda residents to the Council Chambers.

I have received  an additional FPPC ruling based on the upcoming presentation of the Blue Ribbon Committee Report. I have been advised by my attorney, that I should not participate in that particular discussion.  I will be able to participate in the decision on the Town Center Process and as further developments within town center come forward I will obtain further rulings. There are restrictions under the law that I will not be able to participate in such as: buying or selling land belonging to the redevelopment area in our town center area or voting on the Strawberry field property. But with a process called segmentation, I will be able to vote on many other issues facing our town centers development. This process can be done a couple of different ways. The Council, without my vote, could decide to remove site 13 (the strawberry field) from the Redevelopment Agency. This is expensive and complicated. The Council could alternatively begin the process of developing Site 13 and then I can ask the FPPC for approval on the remaining parcels within the Redevelopment Agency.

Issues I feel can be addressed now and have proposed to be discussed with the Council are: We own 31 properties in the Town Center, some of which are vacant homes. I proposed to open those that are viable for temporary rental units for affordable/ work force housing. This is on the agenda March 18. I unfortunately will not be able to vote on this particular item since 2 of the homes are on Site 13, directly behind my home. I believe that it is the right thing to do, however, to temporarily address the issue of work force housing, to provide a positive revenue stream within 13 months of necessary renovation and eliminate the blight of vacant, boarded up homes lining town center streets. You are able to access the staff report on the City's web site the thursday prior to our Council meeting. Please feel free to read these documents and email me with any additional ideas you may have.

Issues that I proposed that are in the process of being implemented are:

1. A dditional parking will be made available on the corner of Lemon and Lakeview and behind Main Street Restaurant on Arroyo.

2. A facade improvement program for the Main Street Merchants was presented  and more information from staff was requested. There is not a time determination on when that will come back to Council.

I support RESPONSIBLE development without losing the nature and character of our semi-rural historical roots. We must carefully plan our city so all of us can live in a safe, healthy, peaceful environment.

I support our equestrian community in their quest to access our beautiful trail system safely and easily

I will preserve our hiking trails, open-space and low-density nature.

I support the development of recreational facilities including a Cultural Arts Center, Veterans Park, additional tennis courts and other parks that the entire community can enjoy.

Safety

Yorba Linda and Crime
There has been a slight increase in theft and stolen vehicles in our community this year. Fraud has been on the decline but that does not mean we should not continue to be diligent in protecting ourselves. There are a couple of web sites to check out for tips on protecting your identity and other crime prevention topics.

For information on Identity Theft prevention go to:
http://www.ftc.gov/bcp/menus/consumer/data/idt.shtm

For information on a wide variety of crime prevention tips relevant to all ages, children through seniors, go to the National Crime Prevention web site at:

Improved Communication

I am available by telephone (714) 970-8821 and e-mail : jan@horton4yl.com.  I answer all telephone calls and emails.

I proposed and supported restoring the individual public comment time at City Council and Redevelopment Agency meetings back to five minutes allowing for additional community input.

Your opinion counts! You can count on me to be respectful and approachable and to listen at all times.
